The Committee on Transportation and Infrastructure moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. House Bill 3146—A Bill to amend and reenact §17A-3-14b of the Code of West Virginia, 1931, as amended, relating to special registration plates for military personnel; reducing from 100 to 50 the number of applicants needed for the Division of Motor Vehicles to be authorized to issue a new special plate that recognizes members of a military organization chartered by the United States Congress; defining terms; and providing for one free Gold Star Family license plate to Gold Star parents.
